Two men arrested and charged following a series of commercial robberies

Two men have been charged following a Surrey RCMP investigation into a coordinated series of robberies which targeted gas stations and convenience stores.
Between August 29 and September 18, 2023, six commercial store robberies were reported to police and believed to be linked. Four of the robberies occurred in Surrey, one in Burnaby and one in Richmond. In three of the robberies, it is alleged that the suspects drove a stolen vehicle through the front doors of the businesses in order to gain entry.
Surrey RCMP Robbery Unit assumed conduct of the investigations during the early stages of the series and liaised with policing partners in the other impacted jurisdictions. A search warrant was executed in the 7100-block of 144B Street and investigators seized evidence which included a loaded shotgun and ammunition.
Through investigation two suspects were identified and a report was submitted to BC Prosecution Services for charge assessment. On September 17, 2024, the following charges were laid:
Stephen Michael Ernest Webber:
- Six counts of robbery
- One count of possession of a prohibited or non-restricted firearm
- One count of unsafe storage of a firearm
- One count of possession of a firearm without a valid license or registration
Adrian Craig William Horsburgh:
- Six counts of robbery

Webber and Horsburgh were both recently arrested and remain in custody until their next court appearance.
